Store, gas station planned in town of Johnstown
JOHNSTOWN – A Saratoga County company wants to locate a small convenience store and gas station at the corner of Route 29A and Elmwood Avenue in the town.
The proposed project’s site plan by ZZ Petroleum Inc. of Ballston Spa was reviewed by the Fulton County Planning Board Tuesday at the Fort Johnstown Annex. The board, which did a state General Municipal Law review of the application, saw no regional implications for the project. The project is currently under review at a lower government level by the Johnstown Town Planning Board.
“It’s going to be a Mobil gas station-convenience store,” said county Senior Planner Sean Geraghty.
Geraghty said ZZ Petroleum Inc. wants to construct an 1,890-square-foot convenience store and gas station with eight gas-diesel pumps at the corner of Route 29A (East Fulton Street) and Elmwood Avenue. The site, with two Route 29A access points, was previously used as a Getty gas station and those pumps have since been removed, he said.
He said the state Department of Transportation asked that the easternmost driveway on Route 29A be closed so the new store only has one access point onto Route 29A – the access furthest from Elmwood Avenue.
Geraghty said the site has gone through a remediation effort overseen by the state Department of Environmental Conservation. The proposed project involves creation of 11 off-street parking spaces and will include a new landscaping plan.
“They would like to landscape the whole area,” Geraghty said.
He said ZZ Petroleum will be getting its area variance for the project through the Johnstown Town Zoning Board of Appeals. He said the state Environmental Quality Review process for the project was begun.
Board Chairman John Blackmon said a nearby Stewart’s store is “going to get a little competition” from the proposed store.
Geraghty said no public hearing has been set on the project yet, and the SEQR process still has two more weeks to receive comments from the public.
