Hearing on unsound building set
GLOVERSVILLE – The Common Council will hold a number of public hearings at the regular meeting Tuesday, including parking changes, stop signs and the demolition of an unsafe building.
The Common Council set a public hearing at the last meeting for an ordinance to allow parking on the east side of East Boulevard, from Second to Prospect Avenues. Parking is already allowed on the west side of East Boulevard.
Police Chief Donald VanDeusen said the winter parking ban would still be in effect for the area.
Boulevard Elementary School Principal Thomas Komp previously said the number of parents dropping off children has increased, creating congestion in parking lots. Allowing people to park on the east side of East Boulevard would reduce congestion and make it safer for students in the parking lots during pickup and dropoff times, he said.
The council also scheduled a public hearing to put permanent stop signs at the intersections of Washburn and Lincoln streets, and Washburn and Grand streets.
There are temporary stop signs at the intersections now, but the city will look to make those signs permanent.
VanDeusen said the Department of Public Works building is near that area and has created a dangerous situation for workers leaving the site.
The council will also hold a third public hearing regarding the proposed removal of an unsafe building located at 7 Hill St.
According to the resolution, the owner of 7 Hill Street, Mark Vrooman, was served with the order to take care of the demolition but took no steps to comply with the terms.
Therefore, the city will contract with Fulton County Demolition, and the cost of the demolition is less than $40,000. The work is not required to be put out to bid, the resolution said.
City Building Inspector Robert Robbins said the building is next to the Cayadutta Creek and is in deterioration with a collapsed roof and crumbling foundation.
He said it will be up to the Common Council whether the cost of the demolition will be passed on to the property owner.
Mayor Dayton?King said this morning the property owner will be billed by the city once the demolition is completed.
According to the agenda, the council will also look to pass a resolution appointing certified public accountants, Whittemore, Dowen & Ricciardelli, LLP, to conduct the 2013 city audit.
Another issue still before the council that didn’t make the agenda but could be discussed include the gridlock over the appointments to various boards and committees.
At the last meeting, the council and the mayor still found themselves in a stalemate over filling vacant positions on the Zoning Board of Appeals.
The appointments to the board are made by the mayor, but they need to be approved by the council.
During the council meeting, King attempted to reappoint David Strausser to the zoning board, but the council voted down the appointment, 4-2.
With the current gridlock over who will fill the vacant positions the board currently has only three members, which is just enough for a quorum.
The Common Council meeting will take place in the Council Chambers, located in City Hall, at 6 p.m.
