IDA reappoints key personnel

JOHNSTOWN – The Fulton County Industrial Development Agency re-elected officers and reappointed its executive director at the group’s annual meeting last week at the Fort Johnstown Annex.

The IDA re-elected these officers for 2014: chairman – Joseph Gillis; vice chairman – Len House; treasurer – William Sullivan; and secretary – Todd Rulison.

“Its been brought up that we should think about term limits for office,” said House.

House said he would like to see the IDA’s Governance Committee discuss whether the agency should institute such limits for officers.

IDA Executive Director James Mraz said he will research how similar boards handle terms of office.

In other action, Gillis appointed members to the IDA’s committees – Audit, Governance, Finance and Nominating – for 2014.

Mraz was reappointed as IDA executive director for this year at an annual salary of $18,900.

The board reappointed West & Company of Gloversville as the IDA’s auditor for 2014.

“We’ve been happy with their services,” Gillis said.

But the board also decided to issue a request for quotes in October to open up the search process for an auditing firm.

In a separate action, the board authorized Gillis to sign an engagement letter with West & Company to audit the IDA’s 2013 financial statements and provide payroll services in 2014 at a total cost of $10,000.

The board voted to retain Carol Ellis at the Fulton County Planning Department to provide financial services to the IDA in 2014 at a total fee of $600.

Board members also approved several motions to satisfy annual requirements of the state Authorities Budget Office, or ABO. They included: directing Mraz to file a 2013 Performance and Measurement Report with the ABO, submittal of a 2013 board performance questionnaire to the ABO, approval of an annual report, and submittal of internal financial controls system information.
