Council handles bidding items

JOHNSTOWN – City officials this week acted on numerous bid items, including those involving property, vehicles and surplus equipment.

Following an executive session Monday night at City Hall, the Common Council approved the sale of a city-owned property on North Perry Street to Marie C. Cook. The city accepted her total bid price of $1,500. Sealed bids had been opened Dec. 6.

Mayor Sarah Slingerland was authorized to execute documents necessary to transfer the property to Cook.

In other bidding business, the council authorized City Clerk Cathy VanAlstyne to advertise for sealed written bids for new self-contained breathing apparatus for the city Fire Department. Bids will be sought until 10 a.m. Jan. 10 at City Hall, at which time they will be opened in VanAlstyne’s office.

Fire Chief Bruce Heberer said the current equipment is 13-years-old now. He said funding for the self-contained breathing apparatus equipment is part of a package of small capital equipment purchases done by city Treasurer Michael Gifford in August 2012. The city at the time borrowed $790,000 for several capital projects, earmarking $120,000 for the fire department equipment.

The council on Monday also accepted nearly $5,000 in bids for seven pieces of surplus equipment and vehicles. Sealed bids were opened Nov. 26.

The list of items, the bidder and their amounts follow: 1981 dual-axle dump truck, Dado’s Inc. – $2,276; 1998 3/4-ton pickup with plow, Joseph Hart – $1,738; 1991 Oldsmobile Cutlass Ciera, Dale Van Eps -$617.17; high wheel push mower, Timothy Cheney – $11.25; mulching push mower, Cheney – $11.25; push mower, Cheney -$11.25; and John Deere loader attachment, Cheney – $255.

Bids were opened Nov. 26 for certain city-owned vehicles and equipment, but no bids were received. The council decided Monday to offer the 23 items for private sale, or have them scrapped and disposed of in the future. The items include: a spreader, head plow, vehicles, mower and attachment, chipper, backhoe bucket, electronic sirens, partitions and numerous portable radios with chargers.

The council previously solicited sealed bids for two city-owned vehicles, but no bids were received. But the council on Monday accepted a private offer of $1,500 from Bruce Boyer for a 2008 Chevrolet Impala, and a $1,200 private offer from Tara Boyer for a 2007 Chevrolet Impala.

“Money received from this goes back to the general fund,” said Mayor Sarah Slingerland. “They don’t go back to the individual [city] department.”
